When the Empress began her conquests the Breton were her first conquest. It is unclear whether she was their ruler and then used them to begin her Empire Building or if she merely conquered them first.
They have been loyally at her side throughout the time of the Building of the Millessian Empire.
For most people the Breton are the face of the Empire.
