Captain of the Golden Shield

Requirements
Usually, one must be of at least thirty years of age in order to be eligible for the position. Additionally, the Captain has always been a human male.

Duties
The Captain is expected to keep up the morale of the various guards of the city. They are also expected to prevent mass panic in the general public during emergencies, as well as act as a sort of in-between of the community and the authorities.
Responsibilities
The Captain of the Golden Shield is in charge of enforcing the laws of the Golden City. They organize guard patrols as well as handle specific crime investigations and doling out punishment for minor crimes. When apprehending a major criminal, they will usually deliver them to the Chancellor.
Benefits
The Captain usually does not gain any major benefits outside of a decent paycheck every month.
Accoutrements & Equipment
The Captain is given a special set of gold-tinted plate armor that denotes their rank immediately upon sight.
Grounds for Removal/Dismissal
The Captain can only be dismissed by the Chancellor, and it usually only happens when a Captain has a flagrant breaking of legal procedures.
History
The Golden Shield was established before even the Legion, as they were created by The Golden One in order to protect the village that became the Golden City. This developed into a full on city guard during the process of the Golden Conquests, and a captain was put in charge of it. For the early years of the Empire, the Golden One was the one who would appoint the Captain until the role of the Councillor was established.
Cultural Significance
The Captain is seen by many in the Golden City as well as a figure that both represents law while also being a bridge from the community to the authorities. However, among the poorer Outer Ring, they are usually seen as an arm of the government in putting them down and keeping them in poverty. Since the kinds of crimes that are more commonly committed by the poor-theft, vagrancy, trespassing-are more cracked down on compared to richer crimes, there is some truth to that perception.
