Intendants only serve for a single mission, and are all recruited from the same realm to prevent any rivalry between them. Each of the realms is chosen to provide Intendants in turn, so that after seven missions the royal Treasurers can see clearly enough through the biases to get a realistic picture of the financial state of the Empire.

Royal Fool

A lobotomised humanoid who agony and ramblings seem to amuse the dragons. There is little respect for the Royal Fool, and few know who he is or what he has done to deserve such a fate.
