Hugo City

  Hugo City is a Metropolis that dwarves other Metropoleis. King Hugo Ironbrawn III is the King of all of Hugo City as well as Novakuzren. Hugo City is divided into four different districts. Northern, Eastern, Southern, and Western districts. Each district has their own purpose and Lord that has been placed there to keep the place in proper form. There is the infamous Goblin Gang that roams the streets to keep the law in order. Be careful, if you say or do the wrong thing know that there are no prisons in Hugo City, just mines and furnaces.   The Northern District is the sea port of Hugo City and all of Novakuzren. They deal with most of the trade and commerce with the neighboring continent to the north, Baephios. They provide Novakuzren with much needed natural resources that aren't really available anymore in Novakuzren. Lots of shady deals and contraband is brought in through the north from Baephios. Humans are nortorious for trying to sneak off on boats to Baephios to start a new life of freedom and adventure. The main force of guards here are a large organization called the Bloody Rain. A group of well-trained Aaracockra who are ruthless in their ways of administering justice.  
  The Eastern District is a place full of magic. The mountain range has this magical crystal ore that contains immense magical power. This crystal ore can be used to power almost any magically powered machine. Artificers are very common here, mainly due to the Artificer's Alcove. This is a community of Artificers who have made it their life mission to tinker and create for the benefit of Hugo City. A couple notable organizations who exist here are The Union of the Gearhulk Dragon. A mercenary group of artificers who instead of hunting people, they hunt components. The Order of the Iron Horn are a large growing group of Bards who go all around Hugo City trying their best to perform for any coin they can. The Mystical Market is also a main draw for lots of Merchants and tourists who come to Hugo City.  
  The Southern District is the poorest district of them all. There is also the most amount of people here, as well as the largest amount of land. The Southern District is primarily a farming district. It is located right next to the Rolling Plains where the soil is very fertile. All of Hugo City's crops and fresh produce, as well as livestock are grown here. Conveniently placed in the poorest district you have the main draw to the South Hugo's Gambit INC. The Gambit is essentially a mini Los Vegas. The other draw is Dogrider Alley. A place where clever and ruthless people have augmented mechanical "dogs" to race and fight for money. Place a bet over at the Gambit and see if your "dog" wins a race. (Fights are in-person)  
  The Western District is where the current Hugo resides. This district is the most guarded out of all of the other districts. This is large in part becasue of the Hugo Temple of Compliance. The White Cogs and the Bloodly Rain organizations that occupy the temple. Hugo's Palace is what dominates the west. Hugo's personal chambers and important country documents. The Black Iron Mines are the large people group that occupy the West. The other people group is the Reeducation Rehab. To the north of the Rehab is the Mortality Hospital . The only place where you will find that Humans have a purpose in Hugo City.  
  In the very center of Hugo City you have the Novakuzran International Commerce Establishment aka The N.I.C.E. Also around the center of Hugo city you have the estates of the three lords, Lord Simon Wilfred Eagleden, a Dwarf, is the lord of the Northern District. Then there is Lord Buford Benedict Ainsley, a Gnome, is the lord of the Eastern District. Finally Lord Theodore Octavius Porter, a Tiefling, the lord of the Southern District. There is also the Crown Guard Arena a common place of sport and entertainment. For the merchant travelevers you would find them at Travelers Stay.   One year ago The Society of the Scarlet Serpent planned and executate the releasing of Yesis, The Red Serpent god. Luckily a group of freelancers known as Doja's Cats manged to subdue the Serpent and seal him back to his slumber. To the general public these individuals are unknown but in the Southern district, especially to the new Southern Lord Darian Sveltisvlad. He took over once King Hugo found Lord Porter high and drunk while the attack on Hugo City was happening. Darian Sveltisvlad took up the mantle as he had the connections and the foresight for the betterment of the Southern District.

Demographics

Dwarves, Gnomes, Goblins and Halflings make up a lot of the population in Hugo City. Humans have a small population in the Northern District. Goliath, Orcs and Dragonborn have a sizable population for the mining they do in the mines. Kobolds also asist in the mines. Hobgoblins are hard working farmers in the south. Kenku have a small population in the south and east. You can find Warforged anywhere in Hugo City. Tieflings also serve Hugo as commanding officers in the City guard. Aarakocra weren't too useful until the making of the airships 10 years ago. They make up all of the sky guard making sure that Hugo City is safe, from the skies.

Government

King Hugo Ironbrawn III is the leader of Hugo City, whatever he says goes. He mainly manages the Iron Spike mountains and the west. There are three other prominent figures that rule the other districts of Hugo City. Lord Simon Wilfred Eagleden, a Dwarf, is the lord of the Northern District. Then there is Lord Buford Benedict Ainsley, a Gnome, is the lord of the Eastern District. Finally Lord Theodore Octavius Porter, a Tiefling, the lord of the Southern District.   LAWS   1. Anyone who disrepsects King Hugo's name or image will be punished with death or if you are lucky sent to the Reeducation Rehab.   2. Humans must pay an extra 30% tax on anything they purchase, trade, or are given.   3. Respect the Lords of the Districts as if King Hugo himself is speaking through them.   4. Worship Novakuzran gods.   5. Being caught with contraband Black Iron is a kill-on-sight offense   6. Do not question the Crown, if revolutions are on the rise report the mentally-ill defectors and your family name will be rewarded.   7. Citizens of Hugo City must always be ready to show their ID Code Card at any moment at any time of the day.   8. Unless you come from a farming or merchant family no one may leave the walls of Hugo City. THIS IS FOR YOUR OWN PROTECTION.   9. Discriminating against a "short" race is a kill-on-sight crime. Discriminating agaisnt your own race is not punishable unless hostile.   10. Any association with the underground or a black market will result in fines and or your immediate transfer to the Reeducation Rehab. FOR YOUR OWN PROTECTION.   11. Curfew for "large" races under the age of adult for their respective race is at 11:00pm on weekdays and 12:00 pm on the weekend. Human Curfew is 5:05pm.   12. Anyone caught with hallucinogenic drugs or mind altering drugs will be met with swift punishment.   13. The buying and selling of illegal drugs, cannabis, cocaine, heroine, LSD, will be confiscated and you will be transfered to the Reeducation Rehab.   14. Any form of worship, amulets, paintings, drawings, talking, about false gods will be met with divine punishment. PLEASE REPORT ANY SUSPICIOUS BEHAVIOR THAT IS YOUR DIVINE RIGHT, CITIZEN.   15. Anyone who displays a talent for the arcane are encouraged to attend Hugo's School of Magic in the East.   16. Unless you decide to become a Crown's guard you are born into your family profession. Failure to comply will tarnish the good name of Hugo City. PLEASE DO YOUR PART. YOU ARE AN IMPORTANT COG.

Defences

Hugo City has many defences. The Great Iron Wall keeps most of the unwanted out and the Sky guard keep any air attacks from entering inside. If anyone manages to make it passed those defences. There is always Hugo's best, the Goblin Gang. While not all Goblins work directly for Hugo, a large majority of their population have devoted themselves to Hugo's family line since Hugo I.

Infrastructure

In the Northern District there is the Iron Docks that hold all the merchants that venture to Hugo City to do business. Most of the rest of the northern infrastructure are mainly just housing and large department spaces for merchants to hold their cargo. Shipyards and airship landings are found here. The buildings are built from mainly stone and metal. The human settlements are only made from wood with stone foundation.   In the East the most notable infrastructre is Hugo's School fo Magic. A large campus where young arcane users are sent to hone their arcane abilities. The Mystical Market is just a fancy way of saying they have magic items, potions for sale here. Everyday magic items are also sold here. Lots of blast furnaces and forges are built along side the base of the mountains. The houses are built from mainly stone, wood and metal.   In the south Hugo's Gambling INC and Dogrider Alley is where you will find the "nicer" infrastructure. The casino's are large and beautiful and the racing tracks are well-kept. However the Farming housing is not so great. Mainly made of wood, contrary to the rest of Hugo City (minus the humans), are made of wood and not stone and metal. Outside the Great Iron Wall is where the farmlands are. Windmills and large farms off grain, animals etc.   The Western buildings are more of the same stone and metal, but Hugo's palace in made entirely out of Black Iron.

History

In 830 BH (Before Hugo) there lived a large continent of vast wildlife, and a massive elf population. Hugo, the Conqueror came from Baephios and made it his own. For 3 generations, now 1005 PH (Post Hugo). For 1005 years Hugo City was shaped and formed to the massive metropolis it is now.

Tourism

The main tourists that come to Hugo City are either Merchants or Arcane users looking for Magical Ore.

Architecture

Very much steampunk with a hint of post-apocalyptic vibe to them. Industrial revolution comes to mind as well.

Geography

Hugo City is basically a flattened out Valley. Inbetween the Iron Spike mountains and the Mystic Mountains.

Natural Resources

The only notable natural resources from Hugo City is the Black Iron and the Magical Crystal Ore.
