Statutes of Uncivilized Substances and Items, 1282

Part 1

Whereas The Realm of Az-Atla is founded upon principles that recognize the supremacy of the Devouring Mother and Her Will as Law:

Substances and Items considered counter to civility and Her Will.

The Controlled Substances and Items Register

The Statutes of Uncivilized Substances and Items of Az-Atla formulates and informs the registry of all substances and items which are considered contrary to Her Will. The Ministry of Paragons maintains this list in accordance with their duties under Part 1, section (a), (c), and (f) of Lwa-Saþykktir - Tokowha.

Structure

1. The Register of Controlled Substances and Items shall have the following sections:
(a) Schedule 5 - where those substances and items considered the most contrary to Her Will shall be listed.
(b) Schedule 4 - where those substances and items considered to be harmful to the civil order of the Realm will be listed.
(c) Schedule 3 - where those substances and items considered to potentially cause the death of citizens of the Realm or substantial physical damage to civil structures will be listed.
(d) Schedule 2 - where those substances and items considered to cause private harm to a citizen of the Realm will be listed.
(e) Schedule 1 - where those substances and items considered to cause harm to private property, live stock, or the livelihood of a citizen will be listed.

Timely Maintenance and Communication

2. This describes who will be responsible for the maintaining of the Register of Controlled Substances and Items and how such work will be scheduled and corrected information communicated to the Realm.
(a) The Ministry of Paragons shall direct and manage the collection of information to insure that the Register of Controlled Substances and Items is current. This shall be done in accordance with all Statutes and when possible within the scope of civil law.
(a1) Further, in clarification, The Ministry of Paragons will devote an appropriate amount of resources to the collection of correct information to be included in the Register of Controlled Substances and Items .
(b) The Ministry of Paragons will provide annual corrections to the Register of Controlled Substances and Items , even if the correction is that there are no corrections. These corrections will be provided to the Brotherhood Medicament by the end of the first full week of the new year, Lenit-Tenji through Sing-Tenji.
(c) The Brotherhood Medicament shall distribute universally through their organization and to the Realm these corrections.
(c1) Further, in clarification, it shall be considered sufficient to meet the requirements of distribution should the following occur:
(c1a) a copy for reading of the corrections is made available to the citizens of the Realm at the Brotherhood Medicament's civil structure in each settlement.
(c1b) a copy for reading of the corrections is made available to the students of the Realm at each school of each settlement.
(c1c) a copy is available to Members of the Brotherhood who desire to travel, so that they may further make available the copy to those citizens who require assistance in meeting their responsibilities.

Identification

3. This Statute and the Register of Controlled Substances and Items are not the same document. This Statute is the governing document of the Register of Controlled Substances and Items containing the laws by which the Register of Controlled Substances and Items' scope is defined and limited. For future reference in Law and Statues the following short forms are understood:
(a) The Statutes of Uncivilized Substances and Items may be referred to as LS-Tekau.
(b) The Register of Controlled Substances and Items may be referred to as The Register.

Domain of Enforcement of Her Will

4. Regarding which organizations shall have domain of enforcement over The Register.
(a) for Schedule 1 through 3 substances and items, civil authorities shall have initial domain and responsibility for enforcement of Her Will within the Realm.
(b) for Schedule 4 and 5 substances and items, the Ministry of Paragons shall have singular domain and responsibility for enforcement of Her Will within the Realm.

Enforcement and Application
5. Nothing in these Statutes or further Statutes limits the authority of The Devouring Mother.
6. These statutes augment and amplify Lwa-Saþykktir - Tokorima and shall be considered an extension of them for purposes of enforcement and application.
7. These Statutes shall be interpreted in a manner that is consistent with the spirit of Her will and the prosperity of the Realm.
8. Wherever any Paragon is, so is the Realm of Az-Atla.
9. This Statute applies to the Realm in its entirety, all living creatures inhabiting the Realm, and all resources of the Realm.
10. Future Statutes may augment, or supplement this Statute.
