Sol's Most Wanted

 
Even in a city as lit as Sol there exists a criminal element. These can be petty thieves to masterminds stoking the flames of rebellion.

    In a similar vein to Centrum's Most Wanted, Sol's most dangerous and wanted criminal elements are organized. Unlike the loose affiliation under the influence of a single secretive mastermind that is the most wanted of Centrum, Sol's most wanted is a tight-knit gang rumored to be comprised of former Golden Gale Cavalry members. They call themselves "Penumbra" and they are officially deemed a threat to the pace and welfare of the Radiant City due to their increasingly disruptive activities. It is feared that the group intends to incite rebellion the likes of which have never been seen since the short-lived Draethlin Rebellion.   As for how the group became the most wanted, a single event is responsible: the heist and subsequent destruction of the Meridian Bank- the official government operated central bank of Sol. It is difficult to know how much the group made off with as authorities have yet to confirm a number, but it is believed to be enough to pay for an army. As such, a high bounty has been placed on each and every member. Those who have tried to claim it are either humiliated or are never found.

 

Penumbra

  Despite only having five official members, Penumbra has developed working relationships with other criminal elements throughout the city, likely using stolen money. As such, Penumbra can call on the help of allies from anywhere in the city. This has made confronting any one member of the group dangerous as one cannot know how many friends they might have nearby. It is believed that each member of Penumbra are former members of the Golden Gale Cavalry.   Click the spoilers for a brief bio on each member:

  "Leo"

Known today simply as "Leo". By all accounts, he is group's muscle who is often called upon to force a favorable resolution to a conflict- diplomatic or otherwise. He flies into a vengeful rage when provoked- and leaves a not unnoticeable trail of destruction as a result. There have been a few time when Leo left trail of destruction deliberately as a warning to other criminals especially in light of the bounties. Several underground markets have had to be rebuilt in the aftermath of these messages. Despite this, Leo is only number 5 on the most dangerous list.   Leo rarely utters a word to anyone. His stares and moods are often enough to convey the point. He wields a warhammer specially designed for his uses and enhanced by the combination of Eclipse's enchantments and Stellas' tinkering. Furthermore, he is said to be a talented cook best known for his Beef Noodle Surprise. It is rumored that he can also sing but The Archivists Guild has not been able to confirm this.


  "Stellas"

While it was never confirmed by authorities, the members of Penumbra raided a secret laboratory where they acquired secrets and prototype technology. Combined with Stellas' gifted insights in how to use said gadgets to unlock magical potential, and the group has an edge over other crime rings. While currently ranked at Number 4, her place on the list is expected to rise should her inventions become even greater threats to the Sol Guard, and the city at large.   Displaying a great aptitude for mechanics, Stellas is an artificer who creates the devices Penumbra uses to bolster their use of magics in addition to the skills of Eclipse. From traps to automatons, Stellas' plethora of clockwork-based gadgets is an increasingly dangerous issue for the Sol Guard to contend with. Such technology, and the control over magic it can provide, is a cutting-edge technological development undoubtedly based on recovered and reverse-engineered Ancient Order artifacts.     She is the sister of Laurel, and has a distinctive blue streak in her hair.


  "Laurel"

The member going by name of "Laurel" is the group's champion fighter with a history to prove the point. She is a former knight of the Golden Gale Cavalry known for her great skill with sword and shield. Born into a noble family, she has partaken in various sword-fighting tournaments and becoming champion for two separate years. She wields her blade with deadly efficiency as the deaths of several Sol Guard will attest (a reason for her landing in the number 3 spot on this list). It is said that she is so far disappointed with the guard she has fought thus far.   These days, Laurel acts as a comparative scalpel to the hammer that is Leo, taking on tasks that require a more tactful touch as in place of unrestrained rage. That is to say, she can pick out several targets in a crowd and down every last one of them without so much as scratching anyone else. This means she can pick off troublesome leaders while maintaining the usefulness of a gang's labor force.   Laurel is the sister of Stellas, and she has a distinctive red streak in her hair.


  "Eclipse"

A former archmage of the Golden Gale Cavalry, Eclipse has demonstrated a level of magical proficiency that is said to be the equal of the likes of the Council of Four, putting them among the most renowned archmages of the continent. The spells they weave have allowed the group to move about the city undetected from other mages (likely using an enchanted charm of some sort). It is also suspected that Eclipse will enchant the devices made by Stellas to increase their magical potency. It is also suspected that Eclipse is responsible for the group's illusive nature, opening a portal to some hidden refuge beyond the reach of the Sol Guard.   Eclipse wears a black robe with many designs embroidered in flaming orange. Their focus is said to be a crystal orb imbued with concentrated magics that are summoned by a solar eclipse. It is thought that such an orb could summon a solar eclipse to occur at will, though many scholars of magic may contend that such an orb could not do such a thing.


  "Occasum Solis"

The mastermind of the Meridian Bank Raid, Occasum Solis leads Penumbra. He is a former captain of the Golden Gale Cavalry. He was respected for his tactical proficiency during his time as a Captain of Helia's elite cavalry unit, though his tactics were considered unusual at best. It is said that he has served in Helia's military for so long that his mind can discern what others of lesser years will never conceive. His natural charismatic leadership is the reason for his top spot on this most wanted list. It is suspected that without Occasum Solis, Penumbra would quickly falter.   His motive is feared by the Sol Guard to be the usurpation of the throne, although Vimak seems less concerned about this than he is about recovering the money stolen from his bank. Others believe that Occasum Solis does not aim to take control so much as to destabilize the Kingdom. It is suspected that his services may have been secretly bought by the Queendom of Lunaria.




Dusk Hour Rumors

  It is rumored that Penumbra may be an ally of the Dusk Hour Cult. The Dusk Hour Cult believes that the Great Collapse was incomplete and that its completion is necessary to establish a new world paradigm. Luckily, support for the cult is limited.   As for the rumor concerning Penumbra, it is only a rumor and the group has not expressed believes in line with that of the cult's.

  Sometimes, I forget that the internal affairs of the Radiant City are as complex as any other city, perhaps even moreso given its sheer size. I wonder how many other points of division there are in the city and whether outside interests seek to exploit those. - Archivist Tharivol   Everyone in that city knows that if things get too out of hand then Vimak will impose strict martial law- which would mean bringing in one of the army's legions to force peace. Many in Sol would rather the army remained kept their focus outside the city and so efforts would only have a limited effect. That isn't to say Helia's enemies aren't trying considering Helia tries much of the same in return. - Archivist Rena

You could have knocked me over with a wet fish when I saw the news about Sol’s Most Wanted. After all, Leo! Leo made the list!

He has the most delightful singing voice! Likes to sing while he cooks. Oh, and his Beef Noodle Surprise! It just melts in your mouth!

Oh, being hit by him is like being caught in an avalanche. But still… that Beef Noodle Surprise he cooks! Just oh my!
