Apostate Bounty
In each town and holding of the empire can be found the apostates bounty. Usually located at the centre of town, all citizens are expected to know and follow its guidelines. Even those many who cannot read the written word are taught its messages, to ignore them is heretical and could easily draw The Justicars ire.
It is a standing reward, issued by the Emperor, of 20 gold pieces for information that leads to the capture of an apostate mage within the borders of the empire.
Purpose
To educate, warn and reinforce the danger of apostates and to encourage the Empires citizens to turn them in before they can unleash destruction.

Clauses
There is only one major paragraph that reads.
"By the order of the Empire of Valgarde, Darius Vakarian. A standing bounty of 20 gold claws is payable to any citizen that provides information that leads to the capture or destruction of an apostate mage. Though they may be your neighbour, friend or your own blood. Even those of good character who wields magic untrained can unleash destruction upon our lands. Report any suspicions to your alderman or local Justicar."
Caveats
Those citizens who are found in league with or sheltering apostates will be publically shamed as traitors and conspirators and executed for treason. All their lands and titles are void and become the property of the empire.
Publication Status
This bounty is displayed upon a board in the heart of each major town or city.

The Bounty is the Decree of the Imperial Palace and enforced by The Justicars

These bounties have exisited for the last five decades after a coven of blood mages was discovered in the now ruined town of Dawnsbrooke
