Mouri the Visionary is the current military governor of Kokyosareta, and has been for the past 23 years,when he took control in a coup after the previous ruler lessened the influence of the military in the daily lives of the citizens. He is considered a tyrant, who ignores the plight of the common man by most regular citizens, but the military is largely behind him. Mouri used to be an officer in the military, rising to the ranks quickly. He has always been stationed in the city of Kokyosareta. After the military started to loosen control over the city, because of a lack of threats from outside, he decided to take matters into his own hands and dispatch the military governor. With large support from within the military, he quickly gained support and was acknowledged as official ruler of Kokyosareta by Meiteikoku.
