Secretary of the Future

The Hubris Terraforming DAO (Decentralized Autonomous Organization) was founded on a Constitution which allowed an almost pure democracy to make changes and refinements to its purpose of manufacturing humanly inhabitable planets from dead ones.
A stalemate in the early operation of the DAO made it obvious that distant committees with little sense of urgency were not the best way to generate results. The first proposed amendment to the DAO's constitution established a single person to fill the role of Secretary of the Future. This person, (who must meet certain requirements hard-coded into the amendment), is selected democratically by all the stakeholders of the DAO, is rewarded as coded into the Constitution, and serves a term of one calendar year in the A.D. calendar. This person's job is to direct the long-term operations of the DAO according to a personal vision shared by the majority of the stakeholders. The office holder often is reelected for another one-year term as long as their vision for the organization meets that of the slow-changing majority.
According to the decentralized nature of the organization, anyone with a common interest in putting their resources into the terraforming of new worlds can start working one of the job openings and will be automatically compensated fairly for their labors and investments.
The Secretary of the Future has a limited and well-defined set of powers which cannot instantly change the day-to-day operations of any of the components of this extraplanetary organization, but can influence choices of which planets to begin terraforming next and when to scale back plans if a particular planet turns out to require more resources to terraform than what is realistically feasible.
Still the office of Secretary of the Future is one that has sway on the history of planets and the galaxy, though the incumbent may not live to see a dead world they have selected become the colonized Eden they envisioned.
