Harvestfall Confederacy
Structure
The Harvestfall Confederacy consists of a total of seventy-five independently governed villages, towns, and city-states organized in a loose coalition to band together in times of war. Each year, every member of the confederacy must send a tithe of men, grain, or other war material to one of the four major forts located on the four corners of the continent. Failure to pay this tithe will result in the member state being "bought out" by one of its neighbors and absorbed into their preferred method of governance.
The political systems of the states of the Confederacy vary from traditional lords and mayors ruling over a small village or town to larger city states that spread out to the surrounding countryside and practice a form of ancient Athandrian democracy, with local elections from each district choosing a representative to sit with the senate that enacts policy over the city state's sphere of influence.
Public Agenda
The most passive of the four nations vying for control of Athandros, the Confederacy has offered the city a place among the ranks as an independant city state several times over the past few decades. Of the four major powers, the Confederacy is most likely to intervene to ensure Athandros remains independent.
History
Originally, the Confederacy consisted of seven states, each of which belonged to either a human lord or a halfling family. Prior to the discovery of Navigators, the people of the Confederacy lived in peace with one another, rarely going to war and slowly developing their industry. The Kingdoms of Everfrost were the first of the four major powers to establish contact with the burgeoning Confederacy, at first raiding some of the weaker defended settlements before also starting to trade with some of the larger city-states along the coast. This allowed gunpowder from the Empire to make its way into the Confederacy, leading to the advent of personal firearms.
