His Royal Highness Sebastien Eutimio Talis-Carrosa
The prince sparkles when he walks into the room, and not just because of the light glinting off of his many gold trinkets and decorations. He knows the effect he has on those around him. What does he use it for? For company. For pleasure. To immerse himself in interesting experiences and fascinating people. And if you are fortunate to catch his eye, you will not be left wanting for attention and affection.

Mental characteristics
Sebastien's upbringing wasn't any different than his older siblings'. His parents raised him with the same expectations as their other children. He was taught mathematics and studied the intricacies of his native language, as well as the languages of the other nations and peoples that inhabited them. His siren blood instilled in him a deep love of music, and just like his siblings, he was taught how to embrace his natural gifts and talents by his mother. She also taught him how to utilize his innate magical abilities, such as controlling water and casting illusions. His father taught him the art of swordplay, just like his older brother and sister. This same tutelage was given to his youngest sister, Bianca, during her growing-up years.
The young prince's heritage made him naturally gravitate towards music, and he bonded with his older sister Marietta over their personal studies and practices. Sebastien and Marietta have the most powerful songs of the royal children. For whatever reason, their mother's musical abilities were much more concentrated in them than the other two. However he was far from disconnected from his other two siblings. Antonio is a master swordsman, and as they grew up he would teach Sebastien more tricks he had discovered on his own. While Antonio went on to become a leader in the nation's military, Sebastien simply kept his training as a hobby. Bianca, while not having as much power in her song as Sebastien and Marietta, still possessed great magical capabilities and had a deep love of the arts. A skilled mage and a talented artist, she and Sebastien share a mutual love for the fine arts.
The young prince had a bright and enthusiastic personality that it almost seemed he couldn't contain. He wore his heart on his sleeve and wasn't afraid to say exactly what was on his mind. He always searched for ways to help those around him. It was often said that the prince was born with a heart too large for his tiny body - he had so much affection and love to go around, and he never seemed to run out of it. He wasn't shy about expressing his love for his family or his fondness for any friends (or potential romantic interests) he. Full of boundless energy, the prince was always on the move. He was always searching for things to help with, new things to learn, or new adventures.
As he grew older his personality shifted and changed, probably because of the attempted abduction when he was 15. He retreated to the comfort of a large social circle, making new friends and trading out lovers at a dizzying rate. He has a special Court that he keeps around himself, and some speculate it's meant to be a reminder to himself that he wouldn't be alone again.
Like most Sirens, Sebastien isn't picky when it comes to romantic or sexual attraction. As long as there is a mutual attraction there, he's down to get frisky with just about anyone.
Sebastien is the youngest son, so it is unlikely that he will take the throne. He has expressed no interest in being Emperor, so it is assumed that he will be given a smaller dukedom in the island chain of the kingdom.
When Sebastien was 15 his parents vetted and approved a new swordsman tutor. Antonio was in need of more advanced training, especially since he was attending the military academy, and Sebastien was always eager to try new things. The new tutor, a human named Gregor Malvakich, had quite the resume. He had been a mercenary in [PHN] for ten years and had travelled the world learning new fighting styles. He had plenty to teach the princes, and the princes formed a close bond with their new teacher. Antonio deeply respected Gregor, and Sebastien found his stories fascinating. Gregor often would invite a friend or two to help the boys train, men that Sebastien and Antonio became very familiar with as time passed.
One day Gregor and one of his friends told the princes about a party they were going to attend in the city later in the week. Apparently is was a meeting of different weapon masters to reconnect and swap stories, as well as train with each other. Gregor extended an invitation to Antonio and Sebastien, and both of them quickly said yes. The four spent their session discussing the different swordsmen and other combat specialists that would be there. But as the talks continued Sebastien realized that some of his questions weren't getting real answers. He started to feel uneasy and probed more, but was met with half-answers and deflections. Feeling even more uneasy, he left the lesson with Antonio, quiet while his older brother enthused about the event and what sorts of things he hoped to learn.
That night Sebastien snuck to Gregor's private quarters, hoping to confront Gregor himself and ask him to ease his concerns. When he heard voices coming from inside he paused to listen. To his horror he heard Gregor and his friend discussing how the fighters' gathering was a mere cover for something else. He couldn't hear everything, but he'd heard enough to know one thing: that party, if Gregor had his way, would be the last place that anyone would see Sebastien or Antonio alive. Sebastien retreated to his room and started making a plan.
The day of the supposed event, Antonio became violently ill a few hours after breakfast and had to be looked after by the court physician. The illness lessened over the course of the day but much to his dismay, the older prince was still forbidden from attending the event due to his sudden illness. Sebastien was also forbidden from attending, much to Gregor's dismay, and Sebastien threw an uncharacteristic tantrum when he was told that he couldn't go. He demanded that his parents let him attend, and when they still refused he stormed away to sulk in his chambers.
Sebastien didn't appear when called to supper, and to his family's dismay they found his room abandoned. A note had been left on his bed, begging for his parents to forgive him for what he had done, but it was necessary to protect Antonio and, possibly, the kingdom at large. In the note he detailed what little he had gleaned from overhearing Gregor's conversation and the location of the abduction. He pleaded with his parents to send a military unit after him as soon as they found the letter, and spoke unabashedly of his deep love for his family and his country. His training sword was still in the room but his actual fighting blade was missing, as was a ceremonial knife that had been gifted to him when he turned 13. Within moments a unit was mobilized and in hot pursuit of Sebastien and Gregor, who they assumed had left hours ago.
When the military unit arrived on the scene they found a bloodbath waiting inside the building. Bodies littered the floor. Various weapons were still clutched in some of their hands. Others had been broken or shattered, or destroyed entirely. Blood was everywhere, making the floor slick in some places. The unit searched for the missing prince, hoping that they wouldn't find him among the dead bodies. Though they did notice a pattern - all of the bodies were human, and all of them were male. As they continued to search they noticed a trail of blood leading to a closed door, followed by bloody footprints. Slowly, anxiously, the men in the unit approached. With a burst of energy the door was flung open and they spilled inside, just in time to see Sebastien in his full Siren appearance, covered in blood, launch himself at Gregor's throat.
Gregor was taken down by members of the unit and Sebastien was hurriedly rushed away. His Siren form slowly disappeared as he dissolved into tears, saying how the men had all turned on each other when they realized that he was alone. Apparently the two princes were going to be used as bait, and realizing they only had Sebastien made them angry. Sebastien explained that everyone blamed each other, threats were made, and Gregor drew first blood by attacking his friend. The prince had tried to escape but had gotten caught up in the fight, suffering injuries himself. He had transitioned into his Siren appearance in order to gain some more advantages in defending himself, and was planning on fighting Gregor for his life when the unit had arrived. The ordeal has changed him, though no one truly knows the extent of how much it affected him.
No matter what Sebastien wants others to think, he is actually incredibly smart. He has a clever, quick-thinking mind that never seems to stop running. He needs constant mental stimulation, hence why he searches for interesting people. He rarely tells you exactly what's on his mind, keeping his cards close to the chest.
Abusing children, family, or romantic/intimate partners is unforgivable in Sebastien's eyes. He has no sympathy for abusers of any kind.

Sebastien wants to have fun and surround himself with fun people.
