The Free Lands of Muria have long been a haven for those who seek to be free from injustices and persecution, yet there exists within the land an equal freedom of a darker nature. Where there is too much freedom there are doors open to corruption and guile and cunning which can allow the very thing it seeks to prevent to gain hold and begin to rot the system from within. There was a time long ago, though the City itself largely has not changed much since then. A little over twelve-hundred years ago the Free Lands, and Equilibria itself, was rife with corruption. Those with money and power used both to make the justice system work to their benefit. The wealthy streets were patrols and protected and justiciars were bought and paid off to deliver verdicts for those who had the coin. But somewhere within the shadows of the city a sentiment was growing and it soon blossomed into dark blooms.
 
It was during the yearly Festival of Shadows that one of the most corrupt and powerful men was brought to his end in a very public manner. His screaming alerted many men and women who were out and about that evening and as the story goes, they rushed to the Plaza of the Gods. There they found Lord Grentall hanging against the wall of the High Court, impaled and crucified to the wall itself and still alive...still screaming for help. The moons shone that night in such a way so that they cast shadows across the plaza and two of the statues of the Gods had their shadows intersect directly over where Lord Grentall hung. S'erris, the Goddess of Justice holding her scales, and X'isdia, The Goddess of Vengeance, brandishing her dagger. The scales and the dagger overlapped where Lord Grentall hung, so it looked as if both Goddesses held a set of scales that was also a weapon. As assassin, cloaked in grey was seen standing on top of the statue of Murien, wearing a mask covered with eyes. They drew an arrow and shot Lord Grentall in the heart before proclaiming to the crowd gathered, "If Justice will not be done, then Vengeance will be."
 
They then vanished in shadow and since that night, the Court of Eyes had operated within Equilibria and the Free Lands at large. When there is corruption and abuse of power, eventually the Court will get wind of it. And if the justice system does not act to bring it down, they then will. Their members are secretive and hidden, no one knows who the assassins are, how many their are and how powerful their reach truly is. What is known is that there are places that people sometimes know about where words can be spoken...a letter can be left...and these messages will find their way to the ears of the Court. And the case will be examined and investigated and if it is believed that justice has been negligent, then the Court of Eyes will seek vengeance against the accused.
