Project New Dawn

Project New Dawn was an effort to rebuild ravaged populations in Novo Bazhayevka after First Closing. It offered the facilities for new life to be incubated to full term in vitro, and allowed for mass-production of new sapients to bolster a flagging city populace. It also allowed for manual gene selection, enabling its operators to select against accidental inbreeding and select for genes that offered resilience against the dangerous plagues that had begun spreading at the beginning of the Collapse.

Utility

Project New Dawn was intended to offer impartial, equal production of new sapients for the sake of boosting populations and introducing desirable genes to build a population that could better endure the hardships of post-Collapse life. This meant producing an equal 25% of each of the four resident species in each batch, and while disease resistance and a higher threshold for environmental extremes was selected for or specifically spliced into embryos, active selection against harmless traits or disabilities that did not directly impact on disease resilience and weather tolerance was never meant to be practiced.   Of course, as time went on and power of government was handed down to new generations, the original ethics behind PND began to erode. Unscrupulous and biased technicians and scientists became lax about the founding principles. Some time after First Closing, with the population stabilised and able to sustain itself, PND powered down its mass-production of new sapients and instead began to offer its services commercially under the name GeneTailor, advertising a "designer baby" process that allowed parents to personally pick and choose their children's genetics.   Controversy over the ethics of GeneTailor mounted over the next decade or so, as the service became more expensive and the city began to feel the effects of allowing only the wealthy to create "perfect" children, and the city government eventually seized the facility from Heven Inc. and shut down Project New Dawn and GeneTailor.
Access & Availability
Project New Dawn was originally owned by, and operated in facilities built by, the corporation Heven Inc. While the tailoring of new generations was overseen entirely by said corporation, with no public access, the offspring resulting from it needed homes, and PND allowed prospective parents to submit applications to adopt these newborn children.   Later, the GeneTailor service became commercially available to the general public, but as a for-profit service Heven Inc. charged for its use and thus rendered it only accessible to those with the wealth to pay up.
