Children who show talent in shaping water and bending arcane power are brought to the Stormlord's Sanctum
to begin their training to be Stormguard. When the children become of age they are given the choice to stay and protect the rift or go back and serve their people. The ratio is about 2/3 stay to leave.
Those who stay form a tight comradery and are a force known to few but feared by all those who do. These elite Genasi & Siren mages are rarely called from their charge and fight. When they do, the combined force of the sea and sky are brought down upon their foe.

The cultural HUB of the city. The Genasi regard themselves highly, so they admire their own history with a certain reverence. The Siren will also participate by orchestrating beautiful music, reciting the history of the founding families. They are Snobs. All of them.

Garrison for the protection of the rift and the families of the city. Martial Law is key and it is taken with the utmost concern. Aberrations and otherworldly creatures inhabit the lower levels of the city, the portions closer to the less policed areas of the rift.

Home of the Preists and Priestesses of the Storm
A Holy Sanctum to the under-sea folk and is revered highly.
Statues and busts are carved into the spire itself.

The base of the city itself sits in the very center of four pillars that stem from the ground and create a four-point cage around the Tolnathor Rift. The rift itself looks like a foaming inverting wave that constantly pulses and churns. The Stormguard is charged with maintaining the strong currents that pull into the tear and are capable of shaping the rift itself into small openings to allow travel to and from the Plane of Water.
Each pillar represents each of the ruling families and their responsibilities.
Coral reefs, thermal vents, and phosphorescent plant life stretch out from the base of the rift extending out for miles. The Merrow and Sahuaghin live in this area and are paid by the other greater species to navigate the sea floors and keep them clean of aberrations that are unwelcome. This area is referred to as the "Merrow Reefs". The spectacle is a wonder both day and night, for the glow from beneath the rocks creates a sort of underwater aurora that lights the city.
Light doesn't normally make it so far down into the trenches of the seas so capturing small glowing fish and crustaceans is a full-time gig for the Goblinoid and Aquatic Kobold bottom dwellers. They sell them as sources of mobile light to the greater races like lamps.
