City of Lihau

The city's located around the edge of a large bay, a dozen miles long. The urban area sprawls up and down the coast. A fortress overlooking the entrance to the bay, and hundreds of sailing ships are docked at numerous quays scattered along miles of shoreline.
One of the market districts has long-distance travel options. There's an airship tower with a vessel docked at one of the three moorings. At the base of the tower is a circle of teleportation set in an alcove. Two of the city watch greet and record travelers as they enter and leave.
Across the way, is a one-story columned stone building at the side of the market square, with the tilted scales of Mercator emblazoned on a brass shield in the pediment of the structure. As you enter the temple to Mercator the Merchant, you find tall columns tower over an intricate tile floor. A few well-dressed nobles speak with people sitting at desks behind barred barriers. From what you can see, they're exchanging writs of ownership and performing business transactions. You notice each of the tellers wears robes with a small sigil of Mercator's scales on a brooch.
There's a few smaller rooms along the sides of the main hall. Glancing through the open doorways, you notice a human woman with streaks of grey in her long flowing hair, inscribing something in a book before her. You're unsure if she's a priestly sort, but does seem to have a higher station than the others in the main hall. (Name: Konane Mahelona)
Lihauan people prefer to worship Mercator's carnal side in their homes, while the temples serve as banks and centers of business.
