The City of Joy

The City of Joy is run by mages exclusively. Most mages here are magic supremacists. They use emotion based magic. This magic is not taught anywhere else. They use this magic to keep non-mages in line. They cause them to feel artificial joy that is highly addictive. No one wants to leave despite the horrible and short lives they live. Non-mages are pretty much slaves. New people are brought in by the positive rumors of happiness there which keeps the population constantly high and growing.
