JORAI HIGH COUNCIL (jor-ai)

The Jorai High Council is the governing body of the Jorai Tribes, serving as the high authority of the Jorai people. Convening in the Tower Of Councilors, the High Council enforcing Jorai law & order, settling disputes among Jorai & neighboring nations, representing the Jorai to other nations in Aden & beyond.
The Jorai High Council is an executive committee composed of representatives from each of the four tribes of the Jorai, and the Archpriest of the Jorai Priesthood. Their decisions carry a great deal of weight throughout Jorai lands. They adhere to no single mortal ruler, instead sharing power in a system of power separation. This is done to make it very difficult for one or a small group to abuse their power.

Military

The Jorai High Council can command the Jorai military via the Jorai Host, a body of Supreme Marshals who each tribe’s armed forces. They also have access to the paranatural might of the Zetham Tribe, whose Wellspring-granted powers make them very suitable to for large scale assignments against more mystical threats.
The Jorai High Council can also call upon the Gebbor via the Archpriest. While they don’t have authority over the Gebbor, the Archpriest can bring their needs to the Gebbor’s attention, who usually carry them out with little issue unless it is warranted.

Foreign Relations

The Jorai High Council acts as the official governing body that engages in talks with other national leaders, either doing so themselves or sending ambassadors on their behalf. Due to the reputation of the Jorai in the Aden continent, the leaders of the other Aden nations make it a point of keeping relations with the Jorai intact.
The nations of Solis are generally not hostile to the Jorai High Council, with the very notable exception being the Royal Council of the Astoria Tribes. Due to the ancient rivalry between the two tribes occurring in the distant past, the Astorians have no desire to improve relations with the Jorai.
