Grand Lord Nictis Archibald Stone (a.k.a. The Puppeteer)

Nictis Stone is considered a tyrant by the town of Bymere. He has been ruling almost 25 years and throughout that time has grown more and more hostile and cantankerous. With new people he can seem so lovely but in time will reveal his true nature.
He favours his family and those loyal to him but is highly suspicious of everyone and frequently tests his subject loyalty. Those who fail are tortured and/or killed.
Bymere has a preciously guarded supply of fresh water as some springs come up in the towns Water district. This is the main supply of water to the city and some of the neighbouring villages. The city has built much infrastructure that allows them to control the flow of water and has means of polluting the water as it flows out of town as a way to defend against anyone who would lay siege to the city. Sometimes these pollutants accidentally get into the water supply or effluent runs off during the rainy season and pollutes the nearby villages main supply of water. This has them up in arms against Nictis and they are searching for means to hold him to account. They're also suspicious at the timing of the water pollution as it often happens when they are requesting or accusing him of something. They believe he is using it to keep them in line and that it is monstrous of him to keep the water hostage.
One adventuring party was hired by Nictis and he asked them to assassinate a competitor at their annual party. When the party hesitated he questioned their abilities and suggested they take a trinket from the party instead to prove their talent before he asked them to do carry out the assassination. Insulted at his questioning their ability, they carried out the heist without a hitch and brought him back the trinket in question. When they returned he said that he had decided not to go ahead and that he'd made up with his competitor. Dejected the adventurers went and drunk their sorrows away but the next day heard about the triumph of the Grand Lord and this "trinket" that turned out to be some ancient artifact that he had been desiring for years. Angered they returned to be paid but he said they'd never set a price for this and that it was simply a test of their abilities therefore he did not have to pay them. He then had his security escort them from the building saying he'd call for them if the need arose in future.
