Policing - Militarized Police Force (Tharchions police their provinces with their legions and militarized police forces, with the difference between police and army being minimal).

Bureaucratic Systems - Assigned System (Bureaucrats are appointed by rulers to serve their best interest).
Army Model - Professional Legions and Mass Conscription (The army consists of many legions owned by Anarchs and Tharchions, these armies consisting of both well trained regulars and slave armies. The government reserves the right to conscript citizens into the army at any time).
