The world has changed much over the past ten years. An escalation of economic and nationalistic pressure led to a break down in the global community with many nations severely curtailing their relations with other states. In the same time the great powers of the time instead applied more pressures to those weaker nations they could influence. It seemed that a global conflict was unavailable. What come after, however, was not something which had been expected. Eight years ago, a virulent plague spread through the world. This plague hit low-lying and coastal cities particularly hard. It spread extremely quickly and within a few months had spread throughout every major city killing a fifth of those who contracted it. Since then the nations have mostly withdrawn, rebuilding after this disaster. Six years ago, people were just recovering when the first of the Powered began appearing. First a few in various countries, then within a few weeks more Powered were discovering their abilities throughout the world.
When the Powered first appeared, regular people went through a variety of responses, from shock and fear, to envy and hatred, and finally, mostly, to acceptance. Today, while still a great sight and held in high esteem by many, Powered are found throughout the world and have made a huge impact. After they first appear a number of Powered quickly took to the role of vigilante, causing tension between them and law enforcement. Four years ago a couple of countries passed laws effectively legalizing the activities of the Powered under careful supervision. This solution has caught on and was quickly replicated by most nations to great effect. The series of laws passed within Japan granting Powered individuals the ability to apprehend criminals and fight crime were pushed through four years ago and had been heavily endorsed by the
Kuga Family and the Choir of the Gifted. It provides much leeway to a Powered Individual fighting for the common good, but does have some restrictions. These basically boil down to the below.
A Powered individual may not perform vigilantism, but may patrol an area, site, or building at the request of a concerned citizen if they deem there is a threat to the citizen there. When involved in a incident with police on the scene, it is expected for the Powered to work with the police to resolve the situation. When on site, JDF officers are able to direct the Powered on hand to resolve the worst situations they may encounter.
