The City Center
Literally and figuratively the center of Animation City, the City Center is the governmental district. It's home to the city's Capitol Building, the Animation City Defense Watch headquarters, and other civil service buildings. While the City Center is a little more straight-laced than other districts, it is still constantly busy with the coming and going of Animated Folk who have the hardest job of all - governing Animation City with all the madness of politics combined with the madcap antics of cartoon characters.

The Capitol Building
The Capitol Building, nicknamed the Crown for its appearance, towers over everything. Its dusty pink dome can be seen from most parts of the City and is topped with a golden metal paint brush. The City Council meets at the Crown for major decisions regarding the governance of Animation City, and hosts major political and social events in the Crown ballroom and the square in front of the Capitol Building.Animation City Defense Watch
Alongside Animation City's police force is the ACDW, a branch dedicated to the large scale, superpowered threats of Animation City. While most of the threats are real, many are played out for tourists rather than true battles, creating frustration within many in the ACDW who feel such events makes taking care of the real threats much harder due to excited tourists getting in the way. In general, the ACDW are expected to leave the smaller crimes to the police, and only get involved if it's deemed necessary. However, often members of the ACDW will ignore this, creating friction between the ACDW and the police. Most of the ACDW are superheroes or otherwise people empowered either supernaturally or with science and technology.The City University
The City University is the place many Animated, both newly created and old, go to learn about how to get along in the world. Built in the 70s, the University, despite its name, caters to all ages, from kindergartners to cranky old coots. It offers a variety of courses both mundane and fantastical for students to create their curriculums.City Center Library
Despite the efforts of the librarians, the City Center Library is a chaotic maze of bookshelves, seating areas, and stranger things. Three stories tall, the Library is a mixture of both styles and animations, containing information about everything Animated. Scholars and researchers from around the world, both human and Animated, travel to Animation City to browse the shelves of the City Center Library for information.Demographics
The demographics of the City Center is a reflection of the population of Animation City in general, with an almost equal amount of Toons and Digis and a smaller population of Clays, with a few humans there for government work. The people tend to be at least upper-middle class, if not rich, and more inclined to put up a front of class and grace, especially around equally rich humans. Species-wise, the majority of Animated Folk are either humanoids or animals, the latter usually with some degree of anthropomorphism.
Government
The City Center has both local governing representatives and the City Council and Mayor. The City Center has its own council, consisting of the Head Councillor of the district and other administrators and delegates, though most are chosen by the Head Councillor rather than voted on by the people.
