Divine Realm of Hibernia

The island surrounded by mists and shadows is the holy ground of the God-Tsars of Hibernia. Here, everything belongs to the divine dragons. Every copper, every homestead, every person is but a gem in the gods horde. Here the dragons word is not only law but divine commandment. For centuries the realm has been content to slumber on its misty isle. Yet, the prodding of the continental nations has caused a flicker in the sleeping eye of the God-Tsars.

Structure

Hibernia is a strange land to the few outsiders who are fortunate enough to step foot onto its black sand shores. There are few noble houses, guilds, competing churches, or factionalism. The main reason for this being that "power" (as is it understood by continentals) is only held ten true dragon-judges and even that power is only vested by the living deities of Zmeych and Lamia.
The institute of power political is known as the "Duma" and is comprised of ten great dragons; one for each colour of true dragon. This council of dragons is a court of religious judges whose appointments confers onto them the authority to act on the wills of the God-Tsars. Matters of foreign affairs and internal concerns alike are concerns for the Duma. All of their decisions are informed by the writings, codes, and judgements of the gods or previous Duma members. They do not often assemble all once unless heresy or blasphemy are concerns.   Each member of the Duma is considered nearly divine in their own right as they are directly chosen the gods. The pride and arrogance that continentals associate with dragons is shown in full display as their meeting hall is lined with the skulls of would-be usurpers.   The God-Tsars Zmeych and Lamia are the living gods who rule Hibernia and all of dragonkind. They are the true power on the island and while rarely directly interacted with their presence is ever felt.

Culture

In the land of dragon-kind, there is no other authority than the gods. Prayers are done daily and the decisions of the courts are not only law but divine judgement. However, the commoners are mostly left alone so long as they continue to pay their tribute and tithes to their superiors. The dragonborn who populate the majority of the island are fairly religious however their acts of faith are more mundane than that of continental people.    Since all property technically belongs to the God-Tsars, acts of faith and reverence revolve around maintaining tools, buildings and other infrastructure in good order. The few explorers allowed on Hibernia have well noted that these acts of maintenance and repair are often seen as leisurely activities rather than dull chores.    Hibernians do not see themselves as competing individuals but something akin to a family or congregation. As such, a collectivist mindset is broadly applicable to the people here. Politeness, courteousy and honesty are virtues to be attained. However it would be foolish to assume that this kindness is weakness, as slights of honour are treated harshly and duels between rivals are common practice.

Public Agenda

Publicly, the island nation has maintained an isolationist policy so severe that even the The Dwarven Reach would consider it harsh. Ships are warned not to venture too closely to the isle for fear of being lost at sea. In recent times though, the Pax Nevarrum, Sunset Confederacy and Dwarven Reach have all reported sightings of groups of strangely garbed Half-Elf / Shar Elvhen and Dragonborn visting isolated locations along their shores. For what purpose; few know the truth.

Assets

Currency as it is understood by continentals does not truly exist. In Hibernia, all lands, property, and possessions are all owned by the God-Tsars. While coinage and trade does exist, these are not material representations of wealth instead represent favour by the gods of Hibernia. When trade is made the citizens are effectively trading how well liked they are for a good or service.   Shockingly, for the most part this system seems to work for the Hibernians. Economic downturns are rare and inflation is usually moderated by religious judgements. International trade is usually considered more as tributary missions rather than true economics. Imports are considered tributes and exports are considered spreading the influence and word the true dragon-gods.

Demography and Population

The largest demographic on Hibernia is the Dragonborn people. There are small populations of Half-Elf people scattered across the island however they are most heavily concentrated in the capital and port cities. There are some rumours of human and elf populations however these have no beeen verified. True dragons exist in small but sustainable populations and form clans of powerful lineages. These clans often act as the heads of dragonborn clans and cities as well.    Dragonborn: 75% Half-Elf: 5% True Dragon:20%

Territories

The Dragon-Tsars control the island of Hibernia with an iron claw. There are also small islands that dot the ocean around the island which are also considered Hibernian territory however they are less closely monitored making them havens for pirates and runaways. There are some in the realm that consider The Crowns a secondary territory of Hibernia due to the relatively high population of Dragonborn on the island chains. However, this is a contentious notion at best and has not yet been challenged yet.

Military

The wider continental community has little information on the true military capabilities of Hibernia. It is assumed that they boast some form of naval capability since foriegn vessels that travel to closely to the island disappear to a ship. However no fleets of sizable number have been sighted.     In truth Hibernia has little in the form of standing military forces. Dragonborn are trained at an early age how to master their natural breath weapons and regulary duel each other as a form of fitness and competition. However they are not trained with weapons or armour unless they are exclusively employed as secret police or international spies.   The true power of the realm lies, unsprisingly, with the dragons. The true dragons are immensely powerful even at relatively young ages and are more than capable of wiping out swathes of average soldiers with ease. It is of little surprise then that few on the continent would risk open warfare and invoke the dragons wrath.

Religion

In the land of dragons it is unsurprising that dragons are viewed with divine reverence. All true dragons are regarded in divine esteem and paid the appropriate respects. Yet, this pales in comparison to the the divine might of the God-Tsars. Zmeych and Lamia are the progenitors of all dragonkind and are the only gods which existent in physical form on Amasteris. Temples and shrines to them are considered cornerstones of every settlement and all on the island treat them as divine father and mother. Though the pair rarely directly interact with their followers, their will is carried out by the Council of Dragons which as the judicial body of the realm.
