The Democratic Council of the Skull Sea

After the war, with piracy at an all-time high, a few intrepid captains decided they would increase their profits by banding together and sailing under a single flag. Eventually, this grew into a small republic in the Sea of Skulls, ruled by a rotating council of democratically-elected captains and enforcing the Nine Pledges across the sea. While many captains flying the skull flag do follow the pledges and consider themselves bound by honor, they are still pirates, and are prone to pillage and murder.
