Hokubasei

The people native to the Northern wildlands of Ryokiku, The Crescent Isle. Historically, they have not been considered truly Ryokikan, and have fallen victim to various nationalistic barbarian-quelling campaigns (especially ones headed by Clan Ashisoma).
