Fulgur

The Fulgur were the secret police of the grand army during the invasion war consisting exclusively of lightning element dragonborn. All were elite warriors before they were assigned to the Fulgur. After the war ended they set themselves to hunt down any stragglers and survivors of the forces of evil. Their existance is debated amongst the common populace and a few high ranking officials, like the emperors, know of their existance. Whether you believe them to be real or myth, they are referred to as ''shadowstorm''. The shadowstorm is best know for their actions taken during the mine devil conflicts at Haernos. These remainders of the forces of evil had become quite organised over time and proved quite the challenge for the Fulgur.

Structure

Amnis work in groups of three called a nubia. Each nubia has contact with two other nubia. That way, information spreads through the Fulgur. There is no leader pulling the strings, each nubia is a gear in the machine that keeps itself going.

Assets

A Nubia keeps check over a certain area of land and they don't show their faces. They survive in the wild and if they do need to enter a city for other goods, they do so unrecognizable. Most Amnis posses a horse and a weapon with which they are elite fighters. Apart from that, they don't tend to have any possesions.

History

During the invasion war, the army was in need of elite forces who could take out high threat enemies. That was the story at least. More often than not, the Fulgur was used to weed out turncoats in the army. They did go out on high difficulty missions to keep up the cover of course, but this was not their main mission. After the war ended and the army was disbanded, the fulgur started to act on their own. They didn't have surperior officers to answer to in the first place. All the amnis met one last time in the place that is now Trinity City. Here they discussed how to keep the world safe after the world. The organization structure was established and the Amnis went out into the world to continue protecting it from evil forces. Now they hunt down the remains of evil forces and are sometimes hired to weed out corruption in governments.
