Agency to Protect and Study Chakra Magic (A.P.S.C.M.)

A classified organization that protects against all rouge chakra users. Their actions are beyond the jurisdiction of most countries. Their mandate has been given as a part of a UN decree banning any chakra use.   Their mission is threefold.   Protect: Protect against magical users. They are to find and detained any who knowingly perform magic. Those that perform abilities linked to chakra use are to be watched.   Research: Scientists are to research chakra use. They are to experiment on any Archived chakra users. They analysis them psychologically, physically, and push said users to their limit.   Contain: They force several races classified as monsters into reservations.
