Common pranksters...

Lately, all around the continent, there have been rumors spread, talking about a group that pulls pranks on high-ranking officials, Witches, and royal families. The pranks are harmless, and humiliating at worst. The question everyone has on their mind is how this group manages to sneak in (even into heavily guarded areas), prepare the prank, and sneak out, without being caught. Even the magic of the Witches isn't enough to stop them.   Only once one of the members of the cult has been captured. After preparing the cake launcher that was pointed at Witch-Commander's favorite armchair, he got stuck in the narrow window while trying to escape. The only thing he revealed during the first day of interrogation was the name of the cult. The reason for this prank according to his words was to: "Brighten the mood of the emperor." and "That's what the dragons want." The investigator ordered to take him back to his cell, as maybe the hunger would untie his tongue.
The next day, his cell was completely empty, without any trace of him escaping.  

...Or the bringers of chaos

There are some who think the cult might have way more sinister reason to exist. After all, they can sneak in and out of anywhere, so what if all of their pranks are just a distraction from what they are really doing. With their abilities, they would be able to gather intel, sabotage or assassinate anyone on the continent.  

Examples of pranks

  • Replacing some of the rare coins from Witch of Wealth's vault with their chocolate replicas.
  • Pouring some hallucinogenic Drop of Ecstasy into the tea served at the diplomatic meeting in The Kingdom of Fimra (When it still existed).
  • Replacing the smiling masks of The Smiling 27 with the sad ones.
  • Replacing Witch-Commander's maps with their mirrored versions.

Symbol of the cult

Whenever the members of the cult want to announce that the prank was of their doing, they place their banner or draw their symbol in the area.   Symbol: Brown feather with a lighter brown tip on a blue background.

There were Witchkiller beasts that would take on the shapes similar to those of dragons, but dragons themselves never existed in Urnketh, aside from those in legends and fairytales. Still, even in those legends, they didn't have any feathers, a symbol the Cult of the Dragon uses in their banners.  
Dangerous knowledge
They see more than anyone else and they know what's hidden from others. That knowledge is extremely dangerous. Both for others and for them.
