Culture
The Zethrans as a whole value knowledge, free thought, speech, and action, and education. Each citizen is required to study at least three years at a university, assuming they have been accepted to attend. If no university of choice will take an individual, they are assigned one by an official. They value the pursuit of knowledge and wisdom above all, especially in matters of magic and science. Essentially, it is a massive think tank, and it has made them formidable.
Universities not only contain knowledge, but political weight. The head of each university, generally known as an archdeacon, essentially holds an office. They are rivals with Ahgaemos and are in a constant magical arms race of self defense. As a result, few dare to fight them apart from Ahgaemos.

Legislative Body
The legislative body is composed of the Assembly of Archdeacons. This is not a constant body, as each archdeacon resides over their respective universities. They meet only annually, or when called to assemble by one or more archdeacons. There they vote on proposed laws and policies by matter of debate before holding a popular vote.
Judicial Body
They sometimes have faculty or researchers who are part time judges, clerks, and other civil servants, though it is far more common to entrust such positions to dedicated scholars in the social sciences and various schools of philosophy
Executive Body
Each archdeacon not only controls their respective universities, but also the surrounding land. Scholars and experts of martial arts and/or martial magics are employed as guards, peacekeepers, and armed forces.
The tax is refered to as tuition, essentially paying for each individual to attend university. Each household pays according to their income and household size. Only one university per archdeacon. Sometimes exchanges?
Happy Partnership
They share a prosperous trade relationship, not only in goods, but in magic and magic items. The profit and resources gained from the exchanges of magic greatly benefits Zetheros and the magic is of obvious benefit to Omisi.
