After the pirates were blamed for Blackbourne's downfall, the Blackbay Security Patrol was formed to fight them away from the city and to defend the Bay in their stead.

Structure

The Patrol is made up of multiple ships with their respective crews, all under the common crew hierarchy. The Huntmaster sits at the top of the chain of command of the organization, a self-proclaimed Hero of Archana who is in charge of the "Thunderclap", the deadliest ship in the coast.

Public Agenda

More popularly known as the Blackguard, this organization was formed as an opposing force against the Pirate Order and, consequently, as a coast guard.

Actual agenda

The facts behind Blackbourne's crisis were manipulated by corrupt politicians for the pirates to be falsely accused so that the Blackguard could be created as a means to launder money. Under the knowledge that no Rover would actually dare to attack Blackbourne, a city that they love and used to have as a safe port, the Blackguard doesn't actually need to fight, only keep the facade and spread propaganda, so they can keep everyone convinced that the taxes collected are justified.
