It's the merfolk who run this world; or at least, they do the sea. They can't verbally communicate with the fish and other underwater beings, but there is a sense of a hierarchy and the merpeople are high on that list. There are a few species that have evolved to having fish people as well as merpeople (evolution). A lot of the merpeople are too wrapped up in their own lives to go and discover if there are even humans anymore.

The last time they tried to check, there wasn't a living soul in sight. (interjection -- a list of beings/creatures that exist: merpeople, ghosts/spirits, Loch Ness.) The only people that were around died in a brutal war. A few of the souls that hadn't moved on to the final ends of their lives yet and weren't too traumatized stuck around and answered the merpeople's questions. That was six hundred years ago. They were warned that they shouldn't stick around because it could prove fatal for the entire race. That was the one time they listened to someone other than themselves.

Because it's taught in their studies that humans are extinct and the fact that they're narcissists, almost none of them notice when a human is amongst them. The only one who notices is Isla, daughter of King Shellard.
