NIRVANA - Naag-Ironflow River Valley Area Network Authority

NIRVANA is the governing body over the river and canal network of central Kibalagaldi. They maintain canals, locks, and other ship-moving devices along the network, including water passage to four of Kibalagaldi's six Underworlds.
Established in 784 during the Winter of Peace, NIRVANA was formed by a group of esteemed shapers that were taking shelter in the Underworld of Port Solace. While there were already many canals and countless modifications done to the river network before NIRVANA, these were all done locally to improve travel or irrigation near a city, or to provide access to sections that were previously inaccessible by boat.
With a focus not only on improving conditions for one area, but rather considering the health of the entire network in every decision, NIRVANA strove to optimize travel throughout Kibalagaldi. They petitioned city leaders as well as the Kibalagaldi council, showing how a few improvements could greatly increase safety, travel, and commerce for the whole fledgling nation. Their efforts quickly paid off, as city after city handed over control of its waterways to NIRVANA, and work began to fix the wild areas of the rivers in the vast open areas between settlements.
They are still responsible for river improvements for safe passage, though now this is mostly routine maintenance or clearing after a rockslide or heavy rain. This can include removal of rocks and debris, carving out banks, or modifying the flow of water through a section by widening or deepening its course.
In their day-to-day operations, NIRVANA agents are on the waters at all times. They act as police and emergency rescue across the network, and keep a watchful eye on everyone...
