Ensi

An Ensi is simply a provincial leader, appointed by the Lugal to oversee the day-to-day operations of smaller areas of a nation. They are responsible for protecting trade routes, taxation, roads, and overall administration of the towns and people in their region.
Ensi report directly to the Lugal, and typically employ staff and maintain golems to do most of the actual work. Ensi that are responsible for smaller areas, like a single town or an area with low population, may perform the job alone. Citizens living under an Ensi are welcome to request an audience with the Lugal or his advisors to complain about an Ensi's performance or a pressing need that the Ensi is not taking care of. The Lugal may then decide to remove the Ensi and install a new one, but such instances are rare.
