Water Kingdom Division Treaty

The Water Kingdom Division treaty was a treaty passed to divide the then Water kingdom into its present counterparts - the North Water Kingdom and the South Water Kingdom. This treaty was written after the bloody War of Waters, which took place after a dispute between the religions Aquarainty and Sutiratism arose. To stop the endless fighting, the Elders divided the Water Kingdom into the North Water Kingdom, where Aquarainty is practised, and the South Water Kingdom, where Sutiratism is practised.

Purpose

The purpose of the document was to divide the Water Kingdom into its present counterparts - the North Water Kingdom and the South Water Kingdom, to end the War of Waters.

Document Structure

Clauses

The document contains two clauses - the Division clause and the Peace clause.
The Division clause contains information about the territories being divided and about the ownership of these territories. The southern island was given to the Sutiratirs and the north island to the Aquareinists.
The Peace clause contains the signatures of both kingdoms swearing to remain peaceful with one another, and not engage in military conflict with one another again.

Caveats

The Peace clause contains two caveats.
  The first caveat states: “If both parties engage in military conflict henceforth, it will be treated as contempt of the Elders’ Court, and will be dealt with as such. The party that starts the conflict must cede half of its territories to the other.
However, this caveat was once breached by the North Water Kingdom, but when half of the North Water Kingdom’s territories were given to the South Kingdom, it gave them back as a symbol of goodwill. This move resulted in both kingdoms thriving together, and the people of other kingdoms and their rulers applauded the move. There has been no military conflict since.
The second caveat states:” If either of the two parties engages in espionage or interference in the internal matters of the other, the offending party will be duly punished, and is liable to reparations to the other.”
This caveat hasn’t been breached till date, based on known information.

References

The document contains references to the Elders’ Kingdoms Code, which grants the Elders the right to dismiss or create any new kingdoms.

Publication Status

The documents are available to the public, and it is the right of any person in both kingdoms to request it to be sent to them. Also, the treaty is inscribed on the Pact Stones, which are present in the capital cities of both kingdoms.

Legal status

The document is completely legal under the jurisdiction of the Elders and the Elders’ Kingdoms Code.

Background

The treaty was formed mostly to quell the violence in and end the War of Waters.

History

When Aquarainty was first followed in the Water Kingdom, the Sutiratirs in the Kingdom weren’t happy and discriminated against the Aquareinists. The Aquareinists bore these insults for some time, but finally, after realizing they were many, revolted against the government. They took control of the northern islands and fought pitched battles with the Sutiratirs. The period was very dangerous, and quite a lot of people died. Finally, the Elders divided the Water Kingdom into its present counterparts - the North Water Kingdom and the South Water Kingdom, to prevent the continuation of the violence.

Public Reaction

The public was largely divided in the matter. Some people didn’t want the kingdoms to be divided, while others did. Some people wanted the only one religion to be followed, while others wanted both religions to coexist. In the end, the violence led the people who didn’t want to divide the kingdoms to cede, and the kingdoms were divided.

Legacy

After the document was created, the North and South water people hated each other. This hatred boiled over into the Second War of the Waters, when the North Water Kingdom started the conflict. The war lasted two years, until the Elders, tired of trying to establish peace, put their foot down and put an end to it through force. According to the first caveat, the North Water Kingdom ceded half its territories to the South Water Kingdom. But as a symbol of goodwill, the South Water Kingdom gave the territories back. This led to the North Water Kingdom apologizing, and now, both kingdoms thrive and are peaceful.
