Weissgar, Kingdom of

This Kingdom of Weissgar and previously the Imperial province of the same name was established around the city of Kerbala. Once known as Kerebalia, this magnificent Elven city was built over three millennia among a series of steep hills, rich in gold and precious stones, with large bridges linking each one. Kerebalia withstood the ravages of the Age of Emancipation with pride and valor. Its physical location and its powerful military, paid by the fruits of the mines, made it almost impregnable. But like all the other Elven kingdom, three centuries of wars and skirmishes drained Kerebalia.

It was the Vampire Lord Lucita of the Thamassan Empire, that dealt the final blow in the year 2962. Her massive airship fleet negated the natural defenses of the city and she managed to dominate the minds of a few Elven commanders to her side. She even embraced some of them into her clan. Her army consisted of a core of mercenaries with large numbers of human militia recruited with the prospect of earning lands in the new kingdom that she planned on establishing on the ruins of Kerebalia.

Lucita divided the city’s housing and surrounding lands among the disbanded human militia. All Elven survivors were turned into slaves to work the fields and help reconstruct the kingdom that was taken from them. To this day, a third of the kingdom’s population are Elven slaves, that figure going up to almost half in the city itself. The slaves always remain the property of Vampire Lord Lucita or her clan and are rented to citizens or visitors. Elven slaves must drink the blood of their vampiric every month which keeps them enthralled and obedient.

In addition to paying regular taxes, all citizens must give regular tribute of blood to the Vampires of Clan Lucita, numbering about 200, mostly from human stock. Vampires of other Clans must request permission from a Lucita vampire in order to feed within the Kerbala territory. While mortal visitors can be required to pay tribute, the city boasts a large enough population that they are seldom forced to do so.

Vampires of Clan Lucita and their Ghouls exclusively form the ranks of the kingdom’s administration and military officers. The military rank and file are mostly humans and slaves.
