Second Republic
At the closing of the Age of Emancipation , the Republic had adopted its second constitution which codified the hegemony of the Mages over lesser spellcasters and the the mundane masses. Many of the institutions of the Second Republic were made possible thanks to many modern implementation of magic, developed in the previous decades.
At the top of the government was the Council of Archmages, a group of 13 individuals responsible for all executive actions across the Republic. They were nominally lead by the First Archmage, though most decision were made by consensus, facilitated by the use of magic which allowed them to link their minds together for highly rapid deliberation and exchanges of ideas. Archmages were elected for a period of five years by a proportional vote by all the Mages, not common spellcasters, in the Republic. The First Archmage was named by a vote within the Council itself.
The Legislative Branch was made up of two bodies, the House of Casters and the House of Mundanes. Representatives to both Houses were elected in districts across the Republic. Only Mages and spellcasters could run for a seat in the House of Casters and the same classes of citizens could vote for them. Technically speaking, any citizen could run to become, and vote for representatives in the House of Mundanes. In practice, no Mages ever ran to be a Mundane Representative and only a few spellcasters tried and even fewer were elected.
Each Province was managed by a Mage-Governor, only Mages could run and vote for the position. Mage-Governor were assisted by a Provincial Council of Casters. Candidates for the position of Representatives on the Council needed to demonstrate spellcasting abilities. However, all citizens were allowed to vote. The Provincial Council of Casters was generally a consultative body, although a unanimous vote could oust a Mage-Governor.
Some regions of the Republic were not considered Provinces but Colonies. These administrative regions were also led by a Mage-Governor, though one nominated by the Archmage Council. Colonial Mage-Governor were allowed to form and dismiss Council of Casters as they wished. Colonial status was generally a temporary designation for newly conquered regions. Residents of Colonies were not considered citizens.
Protectorates of the Republic could maintain the regional government of their choosing, generally an hereditary monarchy. Their inhabitants were not considered citizens and held no say in the politics of the Republic writ large. As long as the local monarchs obeyed the Republican constitution and laws, and paid their taxes, they could rule at their leisure. Note that a representative of the Archmage Council, a Mage-Chancellor, was always part of a Protectorate’s court and would report regularly to the Archmage Council.
