Cineralis, City State of

This medium sized city is located on the north west edge of the Low Lands and it is ruled by a covenant of Witches, known as the Ashen Choir. Cineralis is one of the most racially diverse city in the region. For instance, the city boasts a large population of Dragonborns, mostly descendants from those displaced by the destruction of Thamasa. Along with the Dragonborns came a fair number of Kobolds, which helped create the city sewage system. There is also a fairly large number of urbanized goblinoids thanks to the city’s proximity to the Low Lands. Cineralis also counts a small rotating population of nomadic Elves, taking a break from the dangers of the Low Lands. Finally and most notably, the city counts large clan of Garou and Kinfolk, the Crimson Spirals. Thanks to an alliance with the Witch Covenant, the Crimson Spirals enjoy preferential status in the city. They are deeply involved in the management of the city and its defense.

The Ashen Choir joined the Empire willingly though they obtained good terms for themselves. With the revelation of Amadeus' treachery and a large population of Dragonborns, the Ashen Choir rapidly chose to secede from the Empire. The war was short but bloody.
