Crown of the Ill-Advised

The Platinum Crown of the Ill-Advised once belonged to a Bygone race who used it's power to manipulate the greater races of their lands, though one Leader, Lord Mitchell had took it upon himself to hold onto this crown. Lord Mitchell would use this helmet to breach through defences of his enemies, and had, on numerous occasions, had drained the life force of his enemies to go towards his conquest of defeating the opposite nations that opposed him. 
After Castle Mitchell was overthrown, the crown now belongs to nobody, and is held in a collection of Magical Items by one of the New Lords. They are unable to use it as they are Neutral Evil. It is held specifically in the metallic construct of the Observatory, locked in the centre point of the Solar System that the planet was once in. When this mask is worn, it appears to form a connection to the wearer, making it unable to be forcefully removed unless a DC 19 Strength Check is made.
Wondrous item, legendary (requires Attunement by a creature of a non-evil alignment)   A crown woven out of Rusted metal and veins. Floats slightly above your head if worn while attuned. Can be used as a +2 weapon by Fighters or Paladins.   While attuned, if you deal damage to a creature, they take 1d4 piercing damage as a small blood vein breaks from the crown and lodges into their skin. This vein and the wound it creates cannot be healed by any means short of a Level 5 spell; while the vein remains, the creature's maximum hit points are reduced by 1 and it takes 1 damage every minute from blood loss. Multiple veins may attach themselves to a creature. This does not affect Constructs, Plants, or Undead.
