  A city needs order for it to function properly. Without order, there is no time to take care of its many other needs, no way to have the people go about their day unimpeded. To ensure that this is the case is the job of the City Guard. They are a semi-militarized force, receiving some of the same training that standard soldiers go through. Additionally, they receive training in de-escalation measures, part of their job being the prevention of riots and larger unrest. Should such events occur, the head of the City Guard, known as the First Proctor, has the right to call in assistance from the military. This has to be done in accordance with the city governor.   Equipment, rations and pay are handed out by the City, which is mandated by Hegemony law to allocate at least one-fifth of its annual budget for this purpose. Not all cities are equal, however. Depending on wealth, the Guard may be near the level of a unit of the Imperial Army or more like a group of hired thugs. Their duties stay the same though, to regulate travel in and out of the city, patrol the streets, prevent crimes, arrest criminals and troublemakers, act as the arm of th judicial system, provide manpower for maintenace operations and so on. They are ever present and will be either a welcome or despised sight depending on who views them.  
Depending on city, day or even hour, the guard can be your best friend or worst enemy.
