Purpose / Function

Holds the eastern access to Broken Helm Pass, hosts the batallion known as The Owls. According to the army, they are named The Owls for their fearsome reputation as silent killers. In reality, the general population named them The Owls because if you want them to ignore certain packages in your cart, you just throw something behind them (like, for instance, say, money) and their heads will turn completely around.
