Purpose

A contract was made with the local inhabitants of the Reef and the second pirate ship to run aground the coral in the area and scuttle their hull. Salty Tears was deliberately sunk so that the crew on board could land on the island. At that time period, the locals allowed pirates to buy from them, but didn't allow them to set foot on shore unless their ship was damaged or destroyed. 
  This document was a promise between the two that the first group could sell water, wood, and food while the second group could only sell not-water, not-food, and not-wood. Later on, this created the economy that runs the Reef today, where pirates are in charge of the black market and the locals are in charge of the tourist economy. While it may seem that the pirates have the better end of the deal since they tend to be wealthier, the locals tend to have a longer life and don't have to worry about being captured.

Caveats

The caveat of the document is simple - if either group breaks it, then pirates are no longer allowed to buy their water, food, or wood from the island.

Publication Status

This document is found and read if a being knows which locals or pirates to talk to. Other than that, it's kept away from the salt, the sun, and the moist ocean air so that it can be preserved. (Due to its rapid aging condition, it is re-written word for word every so often and the current head of the pirates will forge their signature in the shape of the first that signed it.

Legal status

This document is only legal on Reef since other governments will happily break agreement with the pirates and fill the gallows.

Historical Details

Background

The background of this contract is to define what a non-local being could and could not do on the island so that there would be equality between the two.

History

Before this agreement, there had been instances of pirates stealing food and water and/or cutting down sacred trees to refit or build new boats. After this agreement, the pirates kept their fleecing to other foreigners.

Legacy

Other countries aren't sure why the pirates behave when they go to Reef and they are suspicious that a document like this exists, but since the pirates are not raiding along the coastline most are content to leave the situation be.

Term

The document is in agreement and valid until one side or the other breaks it - failure to sign by the leaders of either group will result in their second-in-command taking over and signing it.
