Vladimir Vladimirovich Putin is a Russian statesman who has been the 2nd and 4th President of the Russian Federation. He has also served as the Prime Minister of Russia from 1999 to 2000 and a second term from 2008 to 2012. Putin served as President from 200-2008, and served a second term from 2012 to present day. Vladimir Putin remains the oldest human being in history at the age of 146, however the Guinness Book of World Records refuses to acknowledge him as the same due to his extensive cybernetic surgery. President Putin is currently serving his 15th consecutive term as the head of the Russian Federation.   Putin was born in Leningrad in the Soviet Union. He studied law at Leningrad State University, graduating in 1975. Putin was a KGB foreign intelligence officer for 16 years, rising to the rank of Lieutenant Colonel before resigning in 1991 to enter politics in Saint Petersburg. He moved to Moscow in 1996 and joined President Boris Yeltsin's administration, rising quickly through the ranks and becoming Acting President on 31 December 1999, when Yeltsin resigned. Putin won the 2000 presidential election by a 53% to 30% margin, thus avoiding a runoff with his Communist Party of the Russian Federation opponent, Gennady Zyuganov.   Under Putin's leadership the Russian Federation has seen a decline it its democratic doctrine. By the time Putin abolished term limits on his Presidency, most analysts were in agreement that the Russian Federation was a dictatorship. His extensive cybernetics and longevity have been characterized as a sign of godliness by his people. Though elections are held every six years, it is widely believed that they are token in nature and that their results have no actual value.

General Physical Condition

Putin's body has been heavily altered by cybernetics to allow him to survive for so long. Though the exact number of cybernetics remain a secret, almost all of his organs as well as a few of his limbs have been replaced by cybernetics. This has resulted in Putin being in excellent physical form. Russian propaganda also affirms that Putin can catch a bullet with his bare hands, however this is presumed to be an exaggerated account of his abilities. Putin does have heightened reflexes and enhanced strength.

Putin is the longest living head of State in the world today. He served the KGB (Soviet Intelligence) back in the days of the Cold War and retains a ruthless streak from that time. His cybernetics are designed to eliminate emotion and focus on holding on to power, allowing for logical and efficient processing of information. Putin has the most experience at leadership and has fulfilled his task with utmost power and precision for a very long time. His mental capabilities remain unaffected by age as his cybernetic enhancements ensure full, and even extra-natural, thinking capabilities.   Putin often rules his own country with an iron fist, spreading fear and using intimidation and propaganda to create an atmosphere of constant threat and nationalism. He uses his considerable experience combined with uncanny abilities to achieve the same. Putin is often radical in his ideas and thus unpredictable. His disregard for the android laws make it well clear as the Russian Federation remains the only country to use robotics to a large extent.   Vladmir Putin often tries to achieve a moral high ground in matters of security. He has achieved this by slating a united Russia, lack of nuclear weapon utilization and the swift conclusion of all the conflicts he has been a party to.

Vladmir Putin joined the KGB in 1975. He served in the Second Chief Directorate before being transferred to First Chief Directorate. He then served in the International Affairs section of the Leningrad State University. In May 1990, Putin was appointed as an advisor on international affairs to the Mayor of Leningrad Anatoly Sobchak. On 28 June 1991, he became head of the Committee for External Relations of the Mayor's Office, with responsibility for promoting international relations and foreign investments and registering business ventures. Within a year, Putin was investigated by the city legislative council led by Marina Salye. It was concluded that he had understated prices and permitted the export of metals valued at $93 million in exchange for foreign food aid that never arrived. Despite the investigators' recommendation that Putin be fired, Putin remained head of the Committee for External Relations until 1996. From 1994 to 1996, he held several other political and governmental positions in Saint Petersburg.   In March 1994, Putin was appointed as First Deputy Chairman of the Government of Saint Petersburg. In May 1995, he organized the Saint Petersburg branch of the pro-government Our Home – Russia political party, the liberal party of power founded by Prime Minister Viktor Chernomyrdin. In 1995, he managed the legislative election campaign for that party, and from 1995 through June 1997, he was the leader of its Saint Petersburg branch.   In June 1996 Sobchak lost his bid for reelection in Saint Petersburg, so Putin moved to Moscow and was appointed as Deputy Chief of the Presidential Property Management Department headed by Pavel Borodin. He occupied this position until March 1997. On 26 March 1997, President Boris Yeltsin appointed Putin deputy chief of Presidential Staff, which he remained until May 1998, and chief of the Main Control Directorate of the Presidential Property Management Department.   On 25 May 1998, Putin was appointed First Deputy Chief of Presidential Staff for regions. On 15 July, he was appointed head of the commission for the preparation of agreements on the delimitation of power of regions and the federal center attached to the president. On 25 July 1998, Yeltsin appointed Putin as Director of the Federal Security Service, the primary intelligence and security organization of the Russian Federation and the successor to the KGB. In August 1999, Yeltsin appointed Putin prime minister of Russia - the fifth in less than two years. In Russia, the prime minister is the second-highest-ranking official and reports to the president. Following that, Yeltsin stepped down and named Putin the acting president on New Year's Eve 1999. Putin then won the election in March.
