Penny spent her life in the library learning everything she could, helping Tarthel and the other scholars with their projects and research. Always curious, always wanting to know more. Climbing among the stacks to find the next book to catch her eye. Guiding others through the dark passages and catacombs with her lighted staff, shooting the vermin in the basement before they could gnaw their way through something important. She was secure and at home.
The scholars respected Penny's passion and her candor and repaid it in kind. New visitors were at first taken aback by the metal girl but quickly grew accustom to her appearance and her bluntness. Though a few would take advantage of her trusting nature to shirk their own responsibilities by using Penny's desire to learn to do their research.
Now that she finds herself outside of the library she's out of her element and trying to learn how to make her way in a world that is far different than the one the books taught her about. She's learning that not everyone can be trusted and some people will purposefully hide the truth to suit their needs. She believes it is her duty to fight against those, like the Hallashi, who want only to control the world even if it means destroying the truth.

Personal history
Tarthel was a cleric of Brigh, goddess of invention. He wanted to create a better construct, ones capable of research assistance, problem solving, guiding those on the quest for knowledge. His dream was to have mechanical servants that could guide people through libraries and research centers around the world. Reservoirs of knowledge in their fields. Capable of learning new information under their own direction. He worked for many years perfecting the mechanics, making a construct that was aesthetically pleasing and not off-putting to others who might come to it for assistance. He worked on trying to perfect the knowledge banks and somehow created Penny. He found himself with a bright inquisitive, almost childlike creature, eager to learn everything it could about the world but with strange insights and ideas of it's own. He kept meticulous notes throughout the process every step of the way, but neither he nor his colleagues were able to duplicated the results, they were left with constructs, capable of following directions and regurgitating information they were given, recalling locations of things, but little more than the basic constructs already in existence, they had no curiosity about the world. Tarthel and his colleagues chalked it up to a boon of Brigh and he vowed to nurture and protect Penny, encouraging her learning and curiosity. Working with her to figure out exactly what she is, though they made little headway. Together they worked on many other projects involving automation and the preservation and dissemination of knowledge. He was always striving to learn more about what enabled thinking and curiosity, working on artificial intelligence but he could never replicate Penny despite all his efforts.
As Penny learned more things she developed her own passions, particularly alchemy, combining materials to create extracts with various effects. She loved experimenting to find new and better combinations. She is a voracious reader, obsessed with learning anything she can, while others slept she would be awake pouring over obscure almanacs retaining everything she read (although recalling the memory perfectly is sometimes a bit harder.) She spent over 200 years learning and teaching at the Library.
When it was obvious that Windfall was going to be destroyed Tarthel and the others worked quickly to take the most valuable books and inventions and smuggle them out of the city. Before he shut the lid on the crate containing Penny he gave her his small notebook containing his notes on her creation and laying a hand on her cheek "You are precious, one of a kind, a gift from the Whisper. Always remember that my bright little Penny." He said sealing the lid, as another cleric disguising the cart as refuse.Penny stored the book securely in her chest cavity, wear a heart would be if she had one. As the cart bearing her traveled away she saw through a gap in the slats as the Hallash soldiers approach the library. Tarthel stood before them,forbidding the soldiers entry to destroy the library distracting and postponing them with the older clerics as the other scholars fled and the cart trundled away disguised as refuse. She saw as the lead soldier drew his weapon and impaled Tarthell. She watched, silently, hands gripped tightly into fists yearning to cry out, but knowing that meant capture. At that moment she felt grief and pain for the first time, the emotions confused her overwhelming her. When they reached the safe house and her crate was unsealed those present saw her curled into a ball, eyes dim, her hope and curiosity gone. She busied herself doing what she could to recover and protect knowledge from the Hallash with the help of the surviving scholars. Over time her curiosity and drive returned, the same rules that drove Tarthel inspired her to work to protect, recover, repair, and spread knowledge and truth however she could. To document this time for future ages, so Tarthel and the others would not be forgotten.
