call of the broken citadel

the broken citadel is the governing base of a council of wizards. it is also the focal point of a very large city and the surrounding rural areas. all of which are walled in.   the lines of science and magick are blurred. the wizards nowadays have more political might than magical. as many schools and/or spells are illegal and carry heavy disciplinary weight. the reasons for this are unclear. though there is some evidence of some sort of war in the past.   before the breaking of the citadel. the land was ruled my a mildly corrupt monarchy. the wizards never had any political inclination except from a few of the younger members.
