What functionality is missing? What is unsatisfying with the current situation?
Having diplomacy only for the organization template limits its usage and creates redundant articles when making useful displays.
I would like to include at least species, ethnicity, and location templates. Here are some examples for why:
In most fantasy worlds, Elves and dwarves don't get along. How would we display that in the current situation? We would need to set up four articles, one for each species and an organization for those species.
Here's an ethnicity example:
In most D&D worlds, high elves and drow don't get along. I think these are effectively ethnicities of elves. How would we display this, again we would need to set up four articles, one for each ethnicity and an organization for each of them.
Here's a location example:
You have two kingdoms that aren't on good terms with each other. But there are settlements on the border near each other who are at least neutral towards each other and maybe one settlement doesn't like how its kingdom is treating them. Again we would need to make at least four articles to display this.
Now a complex example that uses all of them:
A race may not like a Kingdom in general, but they have good relations with a town that borders their lands.
Furthermore: When searching in Athena, I now have two articles with the same name. So there is a 50/50 chance of me clicking on the wrong article.
How does this feature request address the current situation?
Expanding the diplomacy web feature to other templates will make it easier to show interactions between more than just organizations.
The Species template has an interspecies section that is great for displaying diplomacy webs.
What are other uses for this feature request?
Leave a comment about what other templates could take advantage of the diplomacy web along with a usage case. This is only for expanding the diplomacy web display feature AS IS to more templates. New display features similar to diplomacy webs should go in a separate request.

Excuse me but, Species-to-Species relation mapping is, kind of chilldish, so that will not be considered
Settlements are bricks and stones ruled decision makers like organizations, for example a City Council or a Tyrant's regime etc. These organizations already have access to this feature.
Ethnicities can have (As in culture groups) event if racial (Dwarves of the South hills) can have OPINIONS/PRECONCEPTIONS that create can be generalized as a relationship tree and this can be explored as an idea, but it will need more support.
