What functionality is missing? What is unsatisfying with the current situation?
There is no way to know when a new article was created or edited/ unless the owner/writer/editor informs the others that they perform the actions listed above. This could lead to multiple issues. I'm currently sending emails to my editors to inform them when new articles were created to establish the collaboration process.
How does this feature request address the current situation?
Having a notification function for the actions perform above will save a lot of time for worlds that have collaboration processes, similar to sharepoint for Microsoft.
What are other uses for this feature request?
One of the big key holes is accountability. When upgrading, I noticed they gave warnings about being careful who to promote to say editor, since they can delete your work. Having this notification setting in place will inform others of an article was deleted accidentally or purposely via wrongful attempt, and allow the owner to create corrective measures.

Closed due to low support within voting period
This is a great idea and I would love to see it implemented in the future, I can see how much it can help internal organizing of projects but it will need a bit more community support to be considered.
