This came up in Discord: A Culture template is needed.
Ethnicity and species don't really properly represent it. People of different ethnicities move around, and although someone could be a member of a certain ethnicity, that doesn't mean that they are a part of its culture to any degree. Cultures could easily extend past species lines and do so with ethnic lines, and representing them right now is somewhat awkward as ethnicity is the only real option to do it with. The system could work very similarly, having tabs very similar to those on ethnicity. The main difference being that culture can contain multiple species and ethnicities, listing them accordingly.
For example: Roman culture extended well past residents of Rome. Is there a colony/ frontier for the culture? What are major principles? How does this culture impact those around it or more distant? What other cultures and the different ethnicities and/ or species have impact on this one? ( Dominant influences and secondary ones - The society is influenced by centuries of demonic/ alien rule that lead to......).
Ethnicity doesn't cover this as Egyptian, jewish, Syrian, Iberian and Gaul residents of Rome all had ethnicities but many were unified under Romanization of names and offices and the features of the greater Romanized culture that was different from native Gaul or Iberia or Egypt.

For all intents and purposes, a cutlure falls under the remit of the ethnicity template.
