With the advent of Tristan generators to provide propulsion, it's possible for seagoing vessels to no longer be tied to the surface. Self-contained power systems, breathing air, and ballast tanks could allow vessels to operate beneath the waves, and to allow surface dwellers to explore the undersea world.
As of now, the technology is only theoretical; no operational examples of this technology are known to exist.
